KBS Legacy Partners Apartment REIT, based in Newport Beach, Calif., paid $38.37 million for the 228-unit Watertower complex, according to an announcement late Wednesday. The seller was BlackRock Realty Advisors Inc. of New York. The deal includes about 10,000 square feet of retail.
